NOL Card Upgrade

The NOL card upgrade was 72 per cent complete in July 2026 and is due to finish by the end of the first quarter of 2027. RTA's AED 550 million programme moves ticketing from a chip that stores your money to an account that holds it, and it brings QR tickets, tap to ride with a bank card and NOL cards linked to an account. Your current card keeps working the whole way through.

What account based ticketing actually means

Today the money is on the card. The chip in your NOL card carries the balance, the gate reads it, deducts a fare and writes the new figure back, which is why a top up bought online has to be activated by a tap before you can spend it. That design dates from an era when gates could not be relied on to reach a server in the time it takes a door to open.

Account based ticketing turns that around. The balance lives in RTA's system and the card becomes an identifier, so the gate looks up the account rather than rewriting a chip. Credit bought on a phone is usable at once, a lost card does not take your balance with it, and the thing you tap can be a card, a phone, a watch or a bank card.

That is the shift RTA is paying AED 550 million for. It is a rebuild of the payment layer rather than a new card design, which is why most of the work has been invisible to riders so far. The rollout is tracked alongside everything else in Dubai Metro news.

Where the NOL upgrade has reached

Gulf News reported the programme at 40 per cent in March 2025, with the AED 550 million budget attached to it. The Dubai Media Office put it at 72 per cent on 5 July 2026 and said the remaining phases are due by the end of the first quarter of 2027.

Those percentages cover the whole programme, including back end systems riders never see. RTA has not published a launch date for each individual feature, so a completion figure of 72 per cent does not mean 72 per cent of the new ways to pay are live.

The dates are worth watching rather than planning around. A programme running to the first quarter of 2027 will land its consumer facing pieces in stages, and RTA has announced each of the previous ones separately.

The three things that change for riders

QR tickets come first in most descriptions of the programme. A single trip bought in an app and shown as a code at the gate removes the need to buy a Red Ticket for a one off journey, which is the case that annoys visitors most today.

Tap to ride with a bank card is the second. Hold a contactless card or a phone wallet to the reader and the fare is charged to that card, with no NOL product involved. That mainly helps visitors and anyone who rides a few times a year. Commuters have a reason to stay on NOL products, because passes and concessions live there.

Account linked NOL cards are the third and the quiet one. A card tied to an account is a card whose balance can be checked, topped up, transferred or replaced without the plastic being present, and that is the piece that changes how a balance check works from the rider's side.

What is not changing

Fares are untouched by this. A Silver card still pays AED 3 inside one zone, AED 5 across two and AED 7.50 beyond that, and the upgrade is about payment plumbing rather than pricing. Nothing RTA has published ties a tariff revision to it.

Your existing card is fine. RTA has announced no cut off date for current NOL cards, and every one of the twelve top up channels works as it did before. The 10 digit tag ID on the back of the card is still how the balance is looked up on RTA's website.

What is not changing

What you can already do without waiting

Digital NOL cards exist now, on compatible Samsung and Huawei phones and on the Huawei Watch, through the NOL Pay app. The app also reads a physical card over NFC, which is the fastest balance check available today and the only one that does not involve RTA's website.

There is a catch with digitising. A physical card moved into a phone is permanently invalidated, so the plastic you were carrying stops working the moment the transfer completes. That is not a bug and it is not reversible.

iPhone users have less to work with. There is no native Apple Wallet NOL card as of August 2026, so the NOL Pay app plus Apple Pay for top ups is as far as it goes. The app is covered here, and the card comparison covers which physical cards can be digitised at all.

What to do about it right now

Nothing. There is no action for a rider to take, no migration to sign up for and no reason to hold off buying a card. RTA has published a programme percentage and a target quarter, and nothing that says your Silver card expires early or that a new card is needed.

The one thing worth doing is registering a card you care about. A registered or Blue Personal card already protects the balance if the card is lost, and it is the product most likely to slot straight into an account based system. Anonymous cards will keep working, and they will keep being the ones that lose the money when they go missing.

Will balance checking get easier after the upgrade?

An account based balance can be read without the card in hand, which is the change that matters here. Until then the balance sits on the chip, so RTA's own form, the NOL Pay app over NFC and the gate display are the ways to read it.
