NOL Card Refund
A NOL card refund is possible on one condition: the card has to be in your name. RTA returns the stored credit on Personal and registered cards through its website or app, protected by the PIN on your account, and an anonymous Silver or Gold card qualifies only once you have paid AED 30 to register it. Nothing on a Red Ticket comes back at all.
Which NOL cards can be refunded
RTA draws one line and holds it: refunds and balance protection exist for cards linked to an identity. A Blue Personal card at AED 70 carries your name from the day it is issued. A Silver or Gold card bought over the counter for AED 25 does not, until it is registered.
That registration costs AED 30 and does several jobs at once. It makes the balance refundable, raises the ceiling from AED 1,000 to AED 5,000 and opens up the longer travel passes. The registration process is covered here.
Registration does not turn a Silver card into a Blue one. The plastic keeps its colour and its fares, AED 3 to AED 7.50 by zone, and no photo or name is printed on it. What changes is RTA's record: the tag ID now points at a person, and everything that follows from a refund to a replacement depends on that link.
A Red Ticket sits outside all of it. At AED 2 it is a paper product with no account behind it, so unused trips inside its 90 day life are simply unused.

How to claim the balance back
The refund runs through the same RTA account that holds the card. Sign in on rta.ae or in the RTA Dubai app, open the card, choose the refund service and confirm it with the PIN on the account. The PIN is what proves the card is yours, which is why an anonymous card has no equivalent route.
Have the 10 digit tag ID from the back of the card ready before you start. An account can hold up to 5 personal or registered cards, and family cards sit in the same place, so the tag ID is what stops you closing the wrong one.
A customer happiness centre or a metro ticket office handles the same request in person, with your Emirates ID and the card itself. Take the card even for an online claim, because RTA closes the card as part of the process and an open card with credit on it cannot be refunded twice.
Check the fee and the processing time shown on RTA's refund service before you commit, since those terms sit with the service rather than with the card, and what lands back is the remaining credit rather than the price you paid for the plastic. Travel pass refunds and the pro rata rule
A pass is refunded pro rata, and again only on a registered or Personal card. The rule matters most on the long ones: a 365 day all zones pass costs AED 2,670 and a 90 day version AED 830, so leaving Dubai four months into a year long pass is worth a claim.
The 7 day pass is the one anonymous cards can hold, priced from AED 50 to AED 110, and it is also the one with nothing to recover. Pass prices and break even points are compared here if you are choosing a length now.
Concession holders have less at risk and still qualify. A student or senior pays AED 175 for a 30 day all zones pass against AED 350 on a standard card, so a mid month exit is worth claiming only on the 90 or 365 day versions.
Passes renew from five days before expiry. If you know a move or a job change is coming, let the pass lapse rather than renew and then claim, because a pro rata refund never returns more than the unused share.

Refunds after a card is lost or expires
A lost registered card follows the same path with one step in front of it. Block the card first on 800 9090 or through your RTA account, then ask for the refund or the replacement, because credit on an unblocked card is credit somebody else can spend. The blocking steps are here.
An expired card is not automatically a dead one. A Silver, Gold or Blue card keeps spending its balance for 2 years past the 5 year mark, and a registered card can have that balance refunded or moved to a new card instead. A transfer is usually the simpler of the two.
A blocked card is frozen rather than emptied. RTA stops it taking new credit and stops any pending top up landing on it, which is exactly why the block has to come before the refund request rather than after.
An anonymous card in either situation has no route back. RTA cannot identify the owner of a card that was never registered, so the credit stays on the plastic until someone spends it.

When a refund is worth the trouble
Work out what is actually at stake first. A card holding AED 7.50 is one long trip, and the paperwork will cost more of your afternoon than the money is worth. A card near the AED 5,000 registered ceiling is a different conversation.
The alternative to a refund is to spend it. Fares run AED 3 to AED 7.50 on a Silver card, and the same balance also pays at parking meters, on water transport and in about 2,000 retail outlets, capped at AED 200 a transaction. Most leftover balances disappear faster that way than through a claim.
A transfer is the other way out and usually the better one. Credit on a registered card can move to a replacement card instead of leaving the system, which keeps the money as fares rather than a payment back to a bank account. It is the standard answer when a card is expiring or being replaced rather than abandoned. Set a floor before you start. Below the price of two long trips at AED 7.50 each, spending the balance beats claiming it.

The refund most people are looking for does not exist
Searches for a NOL refund usually come from somebody who has lost an anonymous card, and there is no version of this story where that money comes back. RTA has no record of who owned it, no PIN to check and no way to block it. The AED 30 registration fee is the price of ever having that option.
The second reality is that a refund closes the card. It is a way out of the system, not a way to move money, so anyone replacing a card rather than leaving Dubai should look at a balance transfer instead.
