NOL Card Balance Transfer
A NOL card balance transfer moves credit from one card to another, and RTA allows it in one situation only: both cards have to be tied to you. Registered and Blue Personal cards qualify, which is what the AED 30 registration fee buys. An anonymous card cannot hand its balance anywhere, even when the two cards are sitting side by side on the counter.
What can actually be transferred
The rule follows the same logic as refunds and lost card blocks. RTA can move money between cards it can attribute to a person, and it has no way to attribute an anonymous card to anyone. A Blue Personal card at AED 70 is personal from the day it is issued. A Silver or Gold card becomes eligible once you register it for AED 30.
The typical case is a replacement: an expiring card, a damaged one or a card reported lost, with credit still sitting on it. The credit lands on the new card in your name and the old card is closed as part of the process, so there is no period where both cards work.
Ceilings apply on arrival. A registered card holds up to AED 5,000 and an anonymous one AED 1,000, so a large balance cannot be moved onto a card that is not registered even when RTA can identify the sender.
Have both tag IDs to hand before you start. The 10 digit number printed on the back of each card is how RTA identifies them, and an account can hold up to 5 personal or registered cards, so the numbers are what keep the right balance on the right card.

The three routes that work
Your RTA account on rta.ae is the first. Sign in, open the card that holds the credit and use the service against it, confirming with the account PIN. The RTA Dubai app repeats the same flow on a phone and suits anyone who registered the card there in the first place.
A customer happiness centre or a metro ticket office is the second, and the one to use when something is wrong with the card itself. Take both cards and your Emirates ID. Staff can read a card that an app refuses to see, which matters when the sending card is damaged or already past its 5 year expiry.
The NOL Pay app is the third and the most convenient for a card that still works. It reads a card over NFC, shows the balance and handles the account side of a registered card in the same place, so nothing has to be typed from the back of the plastic.
RTA's call centre on 800 9090 handles the same request for a registered card and is the fastest way to find out which route your situation needs. The agent can see the account, the cards on it and the status of each one, which saves a wasted trip to a centre. Ticket offices across Dubai, including Union, BurJuman and Mall of the Emirates, handle the counter version.

Credit stuck on an expired card
An expired card is the most common reason to want a transfer. A Silver, Gold or Blue card runs 5 years, then spends its balance for 2 more years without taking any new credit, and every top up channel refuses it. The expiry rules are set out in full here.
During that grace window a registered card can still hand its balance to a replacement. The money is not frozen by the expiry date, only new money is, so there is no rush on the day the card expires and no reason to leave it until the grace period runs out either.
An anonymous expired card has one option: spend it. Fares run AED 3 to AED 7.50 a trip, and the same credit works at parking meters and in around 2,000 retail outlets, capped at AED 200 a transaction.

What does not move with the money
A travel pass is not credit and does not transfer. RTA handles an unwanted pass with a pro rata refund on registered and Personal cards, which is a separate request from a balance transfer, and the amounts are worth the effort on the longer ones: AED 830 for 90 days across all zones and AED 2,670 for a year. Red Ticket trips do not move either. A AED 2 ticket holds up to 10 journeys rather than a balance, and those journeys expire with the ticket after 90 days.
Credit bought online and still pending is attached to the old card's tag ID rather than to your account. Collect it before the card is closed by tapping at a metro gate, a parking meter or a bus stop solar machine, or through NOL Pay by NFC, and remember RTA gives you 180 days to do it.
Concession status stays with the person rather than the plastic, and RTA allows only 1 active concession card per holder against a maximum of 5 personal or registered cards. A student replacing a card is renewing an entitlement, not moving one.

The anonymous card problem
Two anonymous cards cannot swap credit in any RTA channel. There is no tapping them together, no machine that reads one and writes the other, and no counter service that will do it, because neither card has an owner RTA can verify.
The answer is to register the card that holds the money, if it is still in your hands and still inside its 5 year life. That costs AED 30 and turns a piece of plastic into an account with a balance attached. Registration is quick and worth doing early.
For a card already lost, registration is too late and a transfer is not the question. The blocking and replacement route applies instead, and it only works on cards that were registered before they went missing. A new card at AED 25, with AED 19 of credit already on it, is the practical answer, and registering that one in its first week avoids having this conversation again in five years.

What people expect a transfer to be
Most searches for this assume a card to card move, the way you would pass cash between two wallets. RTA offers nothing of the kind. A transfer is an account operation that closes one card and credits another, and it starts and ends with the same identity on both sides.
If neither card is registered, stop looking for a route and start spending. A balance of AED 1,000 is the most an anonymous card can hold and it buys a lot of AED 3 trips, which is a faster exit than any process RTA will offer you.
